  • Trường hợp ngoại lệ: Lộ trình này không áp dụng đối với các loại xe cơ giới đặc chủng của quân đội, công an phục vụ cho mục đích quốc phòng, an ninh (các đối tượng này sẽ có quy định riêng do Bộ Quốc phòng và Bộ Công an ban hành phối hợp với Bộ Giao thông vận tải).
- Điều 3: Tiêu chuẩn khí thải đối với xe cơ giới đang lưu hành và xe nhập khẩu đã qua sử dụng

Điều khoản này tập trung vào việc siết chặt quản lý khí thải đối với nhóm phương tiện hiện hữu và xe cũ nhập khẩu nhằm nhanh chóng cải thiện chất lượng không khí đô thị:

  • Đối với xe ô tô đang tham gia giao thông tại các đô thị lớn: Kể từ ngày 01 tháng 7 năm 2006, xe ô tô đang lưu hành tại các thành phố lớn bao gồm Hà Nội, Thành phố Hồ Chí Minh, Hải Phòng, Đà Nẵng và Cần Thơ phải đạt tiêu chuẩn khí thải Mức 1 quy định tại Tiêu chuẩn Việt Nam TCVN 6438-2001.
